The missing human in Responsible AI

Abstract
Responsible AI is committed to translating ethical principles into practice through technical methods, measurements and governance mechanisms. Yet these efforts share a common blind spot: the moral development of those who design, deploy and use AI systems. In this paper, I contend that Responsible AI ultimately depends not only on external ethical procedures, but also on fostering the moral agency of human actors. I support this position by examining how prevailing approaches, both principled and engineering-based, overlook the human capacities that underpin ethical judgment, and propose theoretical and practical directions for recentring Responsible AI around human moral development.
