Abstract
Developing language technologies for Indigenous and African languages requires approaches that extend beyond data collection pipelines designed for high-resource languages. This work presents Community-in-the-Loop, a structured framework for participatory dataset creation that centers local communities as co-creators rather than data sources. The framework integrates three core components.
