If I am interested in submitting a paper or giving a talk at one of the workshops, what is the protocol?

Once the final list of workshops is announced, the workshop organizers release a request for papers. These are managed individually by the workshop organizing committee. All communication regarding participation should be directed to them.  

Once the workshops are listed in the schedule, organizers may list a URL for the workshop homepage that may or may not include submission instructions.
